Terms and Conditions

These Terms and Conditions (“Terms”) govern your use of the registration forms and related services of Matrix HSE Resources Sdn. Bhd., Matrix Quantum Sdn. Bhd. and Matrix Synergy Engineering Sdn. Bhd. (collectively “Matrix”, “we”, “us” or “our”) for public training, CEP courses, in-house training and Steam Boiler Engineer (SBE) examinations.

By submitting a registration or enquiry form, ticking the consent box, or paying for a course or examination, you agree to these Terms and to our Privacy Policy. If you register other people, you confirm that you are authorised to bind them to these Terms.

1. About us and these Terms

The contracting Matrix entity is the company named on the relevant form, quotation or invoice:

  • Matrix HSE Resources Sdn. Bhd. — 11A, Jalan Puchong Permai 2, Taman Puchong Permai, 47100 Puchong, Selangor
  • Matrix Quantum Sdn. Bhd. — Lot 180, Jalan 1A, Kampung Subang Baru, 40150 Shah Alam, Selangor
  • Matrix Synergy Engineering Sdn. Bhd. — correspondence via the contact details in these Terms

These Terms apply to online registration for competency and CEP training, in-house training (including enquiries), and SBE Grade 1 and Grade 2 examinations. Where a form, quotation or invoice states additional conditions (for example a payment deadline or venue), those conditions also apply.

We may update these Terms by publishing a revised version on this page. The “Last modified” date will change when we do so. Continued use of the Services after an update constitutes acceptance of the revised Terms. The English version prevails if there is any conflict with another language.

2. Eligibility and accuracy

Places are offered subject to meeting the applicable course or examination requirements (including academic, professional, DOSH / JKKP, MQA, BEM or experience requirements where stated). Eligibility criteria may change from time to time. Submitting a form does not guarantee a place or that you will be accepted as eligible.

You must provide complete and accurate information. We may request additional documents, refuse a registration, or cancel a place if information is incomplete, misleading or does not meet the stated requirements.

If you submit Personal Data of participants other than yourself, you warrant that you have their authority and consent, and that they have been informed of these Terms and our Privacy Policy.

3. Registration, seats and closing dates

Registrations are processed in the order we receive complete submissions, subject to batch capacity. When a session is full, further registrations for that session will not be accepted.

Unless a form states otherwise, typical closing dates are:

  • HRD Corp claimable: three (3) weeks before the course or examination start date; and
  • Online transfer / cash: five (5) days before the start date.

We may close a session earlier if it is full, or later at our discretion. Confirmation is sent to the email addresses provided (Person in Charge (“PIC”) and/or participants). Please ensure those addresses are correct and monitored.

An in-house enquiry (for example OSH Coordinator in-house) is a request for information or a quotation, not a confirmed booking, until we accept it in writing and any required payment or grant arrangements are in place.

4. Fees and payment

Fees are as displayed on the relevant form or quotation and, unless stated otherwise, include 8% SST. Member, ex-student or non-member rates apply only where the form offers them and the stated criteria are met.

Payment methods on the forms typically include:

  • Online transfer to the bank account printed on the form (Matrix HSE Resources Sdn. Bhd. or Matrix Quantum Sdn. Bhd., as shown). Where the form requires a payment slip, you must upload a clear copy of the transfer receipt.
  • HRD Corp claimable — a quotation will be sent to the registered email. You are not completing payment through the form at that stage.
  • Company or personal payment (SBE examinations) as selected on the form.

We do not collect card numbers or your bank account number on the forms. A registration is not fully secured until we have received the required payment (or accepted HRD Corp arrangements) and any required documents, within the deadlines stated on the form or in our correspondence.

5. HRD Corp claimable registrations

If you select HRD Corp Claimable, you (or your organisation) remain responsible for raising and managing the grant in line with HRD Corp rules. We may issue a quotation and supporting information; approval of any grant is decided by HRD Corp, not by us.

From June 2026, HRD Corp grant requests generally need to be raised at least fourteen (14) days before the delivery date. Late grant applications may be rejected by HRD Corp. Closing dates on our forms (typically three weeks before start for HRD Corp) are designed to allow time for this. If a grant is not approved in time, the place may be cancelled unless you pay by online transfer on terms we agree in writing.

6. SBE examinations

SBE Grade 1 and Grade 2 examination registrations are subject to the eligibility documents listed on the form (for example identity card copy, course attendance certificate, academic certificates, transcripts, MQA, DOSH / JKKP or BEM documents, and employer letters where required).

Full payment must be made on or before the payment deadline stated on the examination form. Failure to complete payment by that deadline will result in automatic cancellation of the registration.

Examination fees are strictly non-refundable in the event of last-minute cancellation or failure to attend, as acknowledged on the form. Paper selection for repeat candidates must match the papers you are eligible to sit.

7. Cancellation, non-attendance and refunds

Examinations: payments are non-refundable for last-minute cancellation or non-attendance, as stated on the examination form and in section 6.

Training, CEP and in-house courses: requests to cancel, postpone or substitute a participant must be made in writing to matrix@matrixhse.com or the registration email we used to confirm you. We will consider refunds or transfers case by case, taking into account notice given, whether the place can be filled, venue and trainer costs, and HRD Corp or other third-party rules. Unless we confirm otherwise in writing, fees are not automatically refundable, especially for late cancellation, no-show, or after we have issued materials or confirmed catering or venue numbers.

We may postpone, combine or cancel a session (for example if numbers are insufficient, a trainer is unavailable, or for safety or regulatory reasons). If we cancel a session and cannot offer a suitable alternative, we will refund fees you have paid to us for that session, or credit them towards another session, as we reasonably determine. We are not responsible for your travel, accommodation or other incidental costs.

8. Documents, photographs and certification

Uploaded photographs and documents are used to verify identity and eligibility, for training or examination administration, and for certification or regulatory purposes. They are stored securely and are not published on the public website. You must only upload files that you are entitled to provide.

Certificates, CEP points or attendance records are issued only if you complete the course or examination requirements we and any relevant authority set (including attendance, assessment and identity checks). We may withhold certification if eligibility is not met or if fees remain unpaid.

9. Conduct, materials and liability

Participants must follow venue, safety and trainer instructions and behave professionally. We may remove a participant who is disruptive, unsafe or in breach of these Terms, without refund.

Course materials, slides, assessments and our website content remain our intellectual property (or that of our licensors). You may use them only for your own training. You may not copy, share, record or commercially exploit them without our prior written consent.

To the fullest extent permitted by Malaysian law, we are not liable for indirect or consequential loss, loss of profit, or loss arising from third-party decisions (including DOSH / JKKP, HRD Corp, MQA or BEM). Our total liability arising out of a registration is limited to the fees you paid to us for that registration. Nothing in these Terms excludes liability for death or personal injury caused by our negligence, or any liability that cannot be excluded by law.

10. General

Personal Data is handled in accordance with our Privacy Policy.

If any part of these Terms is held invalid, the rest remains in effect. Our failure to enforce a provision is not a waiver. You may not assign your registration without our written consent. We may assign our rights in connection with a reorganisation or transfer of business.

These Terms are governed by the laws of Malaysia. The courts of Malaysia have exclusive jurisdiction over any dispute arising out of them, without prejudice to our right to seek interim relief elsewhere.
